Phil leverages over two decades of experience delivering solutions to complex geopolitical, national security and commercial challenges, working within the UK Foreign and Commonwealth Office and Ministry of Defence.
Prior to joining Kroll, Phil has led high-performing multidisciplinary teams in the UK and overseas, with extensive expertise across Europe, Middle East and Asia. Phil is skilled in working with international governments, security partners and business executives to identify, analyze and manage critical, high-impact risks. He is an accomplished international security and foreign policy professional.
During his time in the UK government, Phil led multidisciplinary teams focused on various geopolitical issues, including conflict in the Middle East, Eurasia geopolitics, energy security, cyber, insider risk, hybrid warfare and counter-terrorism. He has worked extensively overseas, in high-threat, hostile environments. He served in the British Embassy in Afghanistan where he led a multidisciplinary team managing security programs with local and international partners. He managed a range of risks related to the western withdrawal from Afghanistan in 2021 and managed crisis response to threats, including counter-terrorism, hostile state actors and kidnapping.
He has represented the UK government in internal forums, particularly during his time serving at the British Embassy, Vienna, and he is skilled at building partnerships and networks to deliver high-impact outcomes.
Phil holds a B.A. (Hons) in business economics from the University of Exeter. He also holds an M.A. in contemporary history and politics (merit) from the University of London. Additionally, he has completed training programs in hostile environment, personal protection and leadership programs from both the Foreign Office and the Ministry of Defence.
