Tim Baillie is a director in the Expert Services practice, based in the London office. He is a Chartered Civil Engineer with over 14 years of experience in the construction and engineering industries. He has significant experience in the design, procurement, construction, management and commissioning of major projects, most recently as a project director.

Prior to joining Kroll, Tim was an associate director at Blackrock Expert Services, which was acquired by Kroll in 2020.

He has a wealth of experience, gained across a diverse range of public- and private-sector markets throughout the UK, and utilizing both standard and bespoke forms of contracts and various funding mechanisms, such as public–private partnerships. This experience was gained on healthcare, residential and civil engineering projects.

Tim holds a M.S. in project management from the University of Oxford and a M.S. in civil engineering from Heriot Watt University. He is a Chartered Civil Engineer and has been a member of the Institution of Civil Engineers since 2013.
