Matt Judge

Prior to joining Kroll, Matt was a senior manager at Blackrock Expert Services Group, which was acquired by Kroll in 2020. Before that, he worked at Costain Group PLC (a UK main contractor) for 10 years as a quantity surveyor across sectors including water, rail, demolition, civils and utilities, with clients including Southern Water, Network Rail and High Speed 2.

Matt has assisted appointed quantum experts in the preparation of expert reports on large international disputes. He is also experienced in various contractual matters relating to extensions of time, disruption, loss and expense claims and valuation of the works.

As a quantity surveyor, Matt has acted in a commercial capacity on multiple projects and has first-hand experience in delivering works from inception through to completion. This included: producing estimates, producing tender enquires, evaluating tenders, drafting orders, placement of orders, negotiation of contractual terms and conditions, contract administration, assessment and implementation of time and cost impact events, cost reporting and negotiation of final accounts.

Matt holds a B.Sc. in Building Surveying from the University of Brighton, and he is a chartered quantity surveyor with the Royal Institution of Chartered Surveyors.
