Rubén Pulgar

He specializes in independent expert analysis and testimony in delay disputes involving large-scale and complex construction projects. Prior to joining Kroll, Rubén served as a Director at Global Project Strategy (GPS) for 20 years, a leading Latin American firm focused on dispute resolution, contract management, project planning, and controls. Over the course of his career, he has developed deep expertise in leading the preparation and evaluation of construction claims, including analysis of project interferences and disruptions, conducting schedule analyses to identify root causes of delays in engineering, procurement, and construction, and allocating delay-related costs equitably, developing cause-and-effect assessments to evaluate project impacts and leading efforts in scheduling, productivity analysis, and project controls.

With over 33 years of experience, Ruben has led the design, development, and execution of engineering and infrastructure construction programs across multiple industries in various countries. He provided expert testimony in arbitration proceedings in various countries under different legal systems and rules.

Rubén holds a bachelor’s degree in systems engineering from the Instituto Universitario Politécnico de las Fuerzas Armadas Nacionales (Venezuela).
