Leonard advises clients on a broad range of property tax compliance and consulting needs, supporting clients across multiple industries including fossil fuel and renewable power generation, pipelines, manufacturing and data centers, improving tax efficiency and navigating evolving regulatory requirements. He has significant experience in integrated tax modeling, where he assists clients in strategic decision-making by building baseline property tax models and layering in statutory exemptions and negotiated incentives. His modeling and scenario analyses provide stakeholders with clear visibility into projected tax liabilities and savings opportunities, helping to inform capital planning and investment decisions.
He also specializes in working with pollution control property, assisting clients in securing and sustaining valuable tax exemptions and/or special tax treatment for qualifying environmental controls across multiple industries. Leonard has supported pollution control–related property tax exemptions in more than 15 states, navigating diverse statutory frameworks, regulatory requirements and agency review processes. His work includes detailed asset analysis, preparation of technical applications, coordination with state and local authorities and strategic advocacy to help clients achieve defensible and sustainable outcomes.
Leonard holds a Bachelor of Science in Business Administration and Engineering (BSBAE) from Drexel University.
