AT A GLANCE
During the first 25 years of his career, he served as Project Engineer, Manager and Leader of Multidisciplinary Teams and Partner of companies in Venezuela dedicated to design, inspection and construction of civil and electromechanical works, with emphasis on hydraulic, road and oil industry works. For several years he was Professor of Hydraulic Engineering and Fluid Mechanics at the Civil Engineering School of UCAB in Venezuela. He was Vice President of the Venezuelan Society of Hydraulic Engineers.
Prior to joining Kroll, Horece was Director and Senior Consultant at Global Project Strategy (GPS), a leading Latin American firm in dispute resolution, contract management, planning and project control. For more than 12 years he has been involved as an expert advisor and expert witness, using his extensive and varied knowledge in the engineering field, which he has complemented with his academic experience to present clients, lawyers and arbitrators with clear and easily understood analysis, arguments and solutions.
Horece holds a bachelor’s degree in civil engineering from Universidad Católica Andrés Bello (Caracas, Venezuela).
