Frank specializes in sales and use tax and telecommunications tax compliance, with a focus on technology-enabled automation. Throughout his career, he has led and supported initiatives involving data processing, tax return generation, payment processing, electronic filing, audit support and notice remediation.
Prior to joining Kroll, Frank served as an Indirect Tax Senior Manager at PricewaterhouseCoopers LLP (PwC), where he worked with companies ranging from Fortune 500 organizations to emerging businesses across the retail, technology, manufacturing, pharmaceutical, entertainment and telecommunications industries. At PwC, he also played a key role in developing a telecommunications indirect tax compliance outsourcing practice serving clients throughout the United States, Puerto Rico and Canada.
Frank’s extensive technology background enables him to identify opportunities to embed automation and data-driven solutions into tax processes, improving efficiency, accuracy and control. He has designed and managed high-volume tax data warehouses to support compliance and audit readiness, developed tax analytics dashboards, and led custom automation initiatives aligned with firm policies and operational requirements.
Earlier in his career, Frank served as a Senior Tax Manager at Verizon Communications, where he led the tax technology group and supported the development and implementation of technology solutions for complex indirect tax operations.
Frank holds a bachelor’s degree in computer science from Wagner College and an MBA from the University of Scranton. He is certified in blockchain for business, information technology by Cornell University.
