Fernando Barragán Rajo

Prior to joining Kroll, Fernando led the delay expert services within Diales' Dispute Resolution practice in Madrid, where he built and coordinated a team recognized for strong client and legal counsel referrals and consistently low turnover in a highly competitive market. Fernando has acted as a delay expert, with quantum assistance where instructed, across ICC, SCC, ICSID (CIADI), CIMA and CAM arbitration chambers, DABs and court proceedings, covering infrastructure, energy, buildings and industrial facilities across Europe, Latin America and the Middle East. Fernando has been cross-examined on multiple occasions and has worked on disputes involving amounts in dispute exceeding hundreds of millions of euros.

Prior to specializing in dispute resolution, Fernando held senior project controls and contract management positions with leading international contractors, including co-leading the Project Controls and Planning Department for the Hinkley Point C nuclear new-build program in the UK (over GBP 24 billion) and major stations on the Doha Metro project. He also delivered program management, claims assessment and delay analysis on major projects for contractors such as Ferrovial, OHLA and Bouygues/Laing O’Rourke.

Fernando specializes is forensic delay and disruption analysis, applying recognized critical-path-based methodologies to resolve time-related disputes, complemented by quantum support on the associated economic impacts.

Fernando holds an M.Sc. in civil engineering from the Technical University of Madrid. He is listed as a Construction Expert in the Lexology Global Index 2025 (formerly Who's Who Legal) and a Member of the Chartered Institute of Arbitrators.
