
David Moreland

Prior to joining Kroll, David served as a Director at MoreConsult Limited, providing expert witness services, forensic delay analysis in construction disputes proceeding to adjudication, mediation and litigation. His expertise spans across site delivery, project management and pre-construction that brings practical insight into how delays and disruptions impact project delivery. This combination of technical rigor and real-world experience enables him to produce clear, logical, fact-based opinions that assist tribunals in understanding complex delay issues.
David also served as a delay expert on behalf of contractors, developers, clients and public bodies across a wide range of construction disputes. He has assisted on several projects such as hospitals, schools, hotels, commercial developments, renewable energy schemes and infrastructure works across the UK and Ireland. He has provided expert delay and disruption analysis, including extension of time claims, under a variety of standard forms of contract including NEC3, JCT, FIDIC and GC Works. David has also worked as an expert advisor in international arbitration and litigation proceedings, including matters relating to power generation, water treatment and infrastructure projects, as well as advising on delay, recovery and acceleration issues.
Before that, David also worked as an advisor to clients on program management and project delivery across a range of building, civil engineering and mechanical and electrical projects. He supports public bodies on infrastructure programs in Ireland, major schools, commercial developments and government infrastructure projects across the UK, Ireland and the U.S. He has worked on large-scale civil engineering schemes, including dual carriageway projects, and complex building and M&E projects such as hospital upgrades and multistorey office developments. His advisory work spans all phases of the project lifecycle, from design and pre-construction through to delivery.
David holds a B.Eng. (honors) in civil engineering from Queen’s University Belfast. He is also a Chartered Engineer and member of the Institution of Engineers of Ireland. He is also a member of the Society of Construction Law and a full member of The Academy of Experts.
