Courtney Stiers is Director in the Trade and Customs practice, based in Indianapolis.

Courtney leverages more than ten years of Foreign Trade Zone (FTZ) and global trade compliance experience in assisting multinational manufacturers and importers with FTZ implementation, regulatory approvals, compliance program development and audit readiness. Courtney adds value to her clients by delivering strategic tariff impact analyses, developing duty mitigation strategies and supporting responses to CBP inquiries, including audits, prior disclosures and compliance reviews. She has extensive experience identifying and implementing cost-saving opportunities such as valuation planning, tariff engineering and free trade agreement utilization. Through compliance procedure enhancements and customized solutions, Courtney helps organizations strengthen internal controls while achieving measurable trade savings.

Prior to joining Kroll, Courtney began her career in FTZ administration and in-house compliance, where she gained hands-on operational experience supporting zone activation, compliance execution and ongoing program management. She later transitioned into consulting, where she served as a global trade and FTZ consultant, advising clients on complex FTZ implementations, program modifications and compliance reviews. Throughout her career, Courtney has successfully led large-scale FTZ projects, managed production authority requests and supported clients through FTZ Board approvals and U.S. Customs and Border Protection (CBP) activation processes.

Courtney has extensive experience designing and implementing customized global trade audit programs. She assists clients with compliance assessments related to the Customs-Trade Partnership Against Terrorism (CTPAT) program, the Importer Self-Assessment (ISA) program and broader global trade compliance frameworks. In addition, she serves in leadership roles within the National Association of Foreign Trade Zones (NAFTZ), including as a committee chair.

Courtney is a licensed customs broker, accredited zone specialist, certified zone specialist and a certified customs specialist.
