Charles Shannon is Associate Managing Director in the Enterprise Security Risk Management practice, based in Boston.

Charles leverages more than 20 years of distinguished service with the U.S. State Department’s Diplomatic Security Service (DSS) and is widely recognized for his leadership in executive protection, geopolitical risk analysis and security operations in high-risk and complex environments.

Prior to joining Kroll, Charles served as Assistant Regional Security Officer in Tel Aviv, Israel, Sofia, Bulgaria; as acting Regional Security Officer in Podgorica, Montenegro. with temporary assignments in over 25 countries. He also held the title of Branch Chief of Embassy Operations in Iraq where he managed the Tactical Operations Center, Intelligence Fusion Center and security logistics, ensuring the safety of hundreds of U.S. personnel. Before that, he served as Probation Officer with the Middlesex County Courts and as Sheriff Officer with Norfolk County Sheriff’s Office in Massachusetts.

Further, Charles was  part of numerous international operations during his tenure with the DSS including overseeing criminal investigations, protective operations and law enforcement operations across New England, coordinating security for multiple UN General Assemblies, investigating the Boston Marathon Bombing and negotiating a U.S.-Bulgaria counterterrorism memorandum to enhance intelligence sharing, attack prevention, mass casualty response, investigations and joint training. Additionally, he served as a representative to the Overseas Security Advisory Council, strengthening public-private partnerships to mitigate risks posed by malign state actors, organized crime and political instability. Before that, he was Task Force Officer with the FBI’s Joint Terrorism Task Force in New York/New Jersey, Resident Agent in Charge of the DSS Portsmouth, NH office, and Unit Supervisor in the DSS New York Field Office.

Charles recent work includes specializing in business continuity planning, crisis preparedness, major event security, technical security solutions and insider threat detection and driving proactive and reactive risk mitigation. He excels in stakeholder engagement, developing tailored security frameworks for corporate and government clients and conducting vulnerability assessments to fortify critical infrastructure. His analytical prowess in threat intelligence enables pre-emptive risk identification, while his training in behavioral analysis enhances executive protection strategies.

Charles holds a bachelor’s degree in economics from the University of Massachusetts and a master’s degree in National Defence and Strategic Studies from the U.S. Naval War College.
