Béchir Mana is a senior managing director with Kroll's Business Intelligence and Investigations practice, based in the Paris office. Béchir joined Kroll after over 20 years in the French civil service and a distinguished career in government affairs and the private sector. Béchir provides high-level counseling for governments, heads of state, organizations, and companies, in multiple sectors and jurisdictions in Europe, the Gulf, and Middle East as well as Africa and North Africa. He is responsible for a variety of strategic intelligence consulting, compliance reviews and assessments, asset searches, fraud investigations, forensic investigative audits, and claims and litigation support. Béchir is a frequent speaker at professional and industry conferences and is regularly sought by the media for his insight on diverse issues.
Throughout his career, Béchir gained significant experience managing complex and sensitive policy matters. He directed and managed delicate government issues on strategy, intelligence, crisis management, business interruption, and hostile takeovers. He has extensive expertise in influencing strategies, lobbying matters, and complex litigation and disputes.
Béchir began his career in 1986 at the French National Assembly, where he was in charge of committees’ work. He then became Director of the Legislative Office and Deputy Secretary General of the Parliamentary Gaullist Group. In 1995, he was appointed Sous-Préfet to the Ministry of Interior, where he became Director of the Prefecture of Limousin Region and then was appointed Chief of Cabinet of the Ministry of Interior. In 1997, Béchir joined President Jacques Chirac’s Cabinet as Special Advisor in charge of elected representatives, political parties, associations, and foreign communities. In 2004, he was appointed Deputy Head of Economic Intelligence to the Prime Minister at the French National Economic Intelligence Directorate at the General Secretariat of Defence and National Security (SGDSN).
Prior to joining Kroll, Béchir also served in the private sector. In 2006, he was appointed Chief of Corporate Affairs, Secretary General at Générale de Santé, a French-listed health group.

His industry expertise includes oil and gas, extractive industry, commodities and stock trading, healthcare, pharmaceutical and medical devices, manufacturing, software, internet technology, telecommunications, electronics, financial services, consumer business, real estate and construction, as well as non-profit.

Béchir has a deep understanding of M&A and crisis and emergency management. He has advised and prepared corporate and public bodies to build and develop plans anticipating outbreaks of major corporate and governmental crises. He has also managed and led complex and hostile M&A engagements as well as large reputation management matters.
Investigative Due Diligence
Béchir has managed and supervised a number of investigative due diligence assignments in strategic industry sectors, helping corporate officers mitigate risk for their companies.
Litigation and Disputes
Béchir works closely with law firms and counsels on complex multijurisdictional cases in support of pre-litigation and litigation involving detailed investigations, evidence, and data management in a variety of sectors. He has assisted in defining the strategy of numerous complex disputes and has been retained to advise clients and their counsels in the wake of fraudulent financial statements and reporting, audit negligence, breach of contract, shareholder disputes, intellectual property, discoveries, and other legal matters. He has presented special reports in arbitration and mediations.
Public Sector and Anti-Corruption
Béchir has directed a number of high-profile assignments in the public sector on behalf of governments and state entities. He has advised governments and regulators in the telecoms, electricity, oil and gas, infrastructure, transport, and water sectors, among others. Béchir has managed a number of high-level political risk projects. His public sector assignments also include anti-corruption and fraud investigations, as well as providing training and support to the Public Auditors’ Bureau, General State Inspectors, and fraud and corruption fighting units.
Béchir has expertise conducting compliance-related assignments, including compliance audits and reviews, as well as designing and implementing compliance policies for large corporations. Béchir’s compliance projects have included large-scale investigations on FCPA and UK Bribery Act violations, insider trading, and assistance to corporate monitors.
Fraud, AML, Assets Tracing
Béchir has managed numerous investigative audits, fraud investigations, anti-money laundering, and asset tracings. His engagements include serious fraud and public financial investigations conducted on behalf of states, public donors, and major international and regional financial institutions. Béchir has also led the development of tailored fraud solutions to help organizations prevent, detect, and recover from fraud and security breaches.
