He is an accomplished General Counsel, compliance expert and corporate governance leader with more than 30 years of international experience across a wide range of industries including telecommunications, construction materials, energy and development banking.
Prior to joining Kroll, Xavier served as Group General Counsel and Board Secretary at Ericsson, Group General Counsel and Chief Compliance Officer at Holcim and General Counsel International at Verizon. He began his career as a capital markets lawyer at Sullivan & Cromwell in New York before moving in-house. Earlier roles include Group General Counsel and Board Secretary at Carrier1 International, General Counsel EMEA at PSEG Global and Senior Counsel at the European Bank for Reconstruction and Development.
Xavier has worked in mature and high-growth markets and at companies at different stages of development. He has advised executive leadership and boards in high-stakes corporate contexts, balancing legal, regulatory, commercial and reputational considerations amid geopolitical, trade, technological and commercial disruption, as well as regulatory and market scrutiny related to legacy corporate misconduct. He has built and led effective global legal and compliance frameworks, including under a U.S. Department of Justice–mandated FCPA monitorship.
His achievements include successfully pioneering the market entry of a global telecom operator in India following advocacy for market liberalization, executing a USD 60 billion cross-border merger that reshaped an industry and managing the orderly wind-down of a pan-European business during the dotcom crisis, avoiding follow-on litigation. He also helped avert major reputational and commercial fallout following the discovery of legacy corporate misconduct in an acquired business, directing the investigation, remediation and stakeholder engagement efforts and implementing a global compliance program credited by the U.S. Department of Justice in its decision not to impose a monitorship.
Known for his practical, solution-oriented approach, Xavier brings deep expertise in cross-border transactions, corporate crisis response and building and transforming legal and compliance frameworks. He is a strong advocate for sound board and corporate governance as the foundation for long-term resilience and sustainable value creation.
Xavier holds a LLM from NYU School of Law, a LLM (Magna cum Laude) from KU Leuven and a BA in law (cum Laude) from University of Namur. He also holds a board director diploma (with High Distinction) from IMD and a diploma in company direction from UK IoD. Xavier is a New York qualified attorney.
