AT A GLANCE

Warren Ryan is a Managing Director in the Investigations, Diligence and Compliance practice, based in Washington, D.C. He is an expert in economic statecraft policy, having served in various U.S. government leadership roles leveraging anti-money laundering and countering the financing of terrorism (AML/CFT), economic and financial sanctions, and financial intelligence authorities to advance U.S. national security objectives.

Prior to joining Kroll, Warren served for more than a decade in various national security policy roles at the U.S. Department of the Treasury. From 2024 to 2026, he served as Deputy Assistant Secretary (Acting) for Global Affairs in Treasury's Office of Terrorist Financing and Financial Crimes (TFFC). In this role, he was responsible for directing strategies, engaging foreign government partners and interfacing with private sector stakeholders to disrupt foreign illicit finance threats to U.S. national interests.

Warren’s work in this leadership role included engaging foreign governments and private sector institutions on AML/CFT and sanctions matters, representing the United States in multilateral forums such as the G7 and Financial Action Task Force (FATF) Global Network, and designing and implementing financial pressure campaigns to counter various national security threats, including those emanating from Russia, Iran, and transnational criminal organizations. Warren also served as Director for Europe and Eurasia in TFFC, where he led the directorate responsible for formulating counter-illicit finance policy and coordinating the Treasury Department’s economic statecraft tools to address U.S. national security threats across Europe, Russia, the Caucasus, and Central Asia. In this role, he worked closely with U.S. allies and partners, including UK and EU authorities, to further shared interests and respond to numerous geopolitical crises.

Prior to these leadership roles, Warren served as a Senior Policy Advisor in TFFC, where he covered a range of systemically focused issues to combat money laundering, terrorist financing, weapons of mass destruction proliferation financing and other threats to the U.S. and international financial systems. In this role, he served as a member of the U.S. delegation to the FATF, where, among other things, he helped secure revisions to the FATF’s global proliferation financing standards; served as a lead in assessing strategic AML/CFT deficiencies of countries identified by the FATF’s International Cooperation Review Group (greylisting/blacklisting process); and served as an expert assessor for the FATF’s 2020 Mutual Evaluation of the United Arab Emirates. He also served as Treasury’s point expert during the height of the de-risking/correspondent banking crisis in the mid-2010s.

During his Treasury career, Warren was seconded twice to directly support the Secretary of the Treasury on national security and international affairs matters, including serving as Secretary Yellen’s Deputy Executive Secretary for National Security and as a Senior Advisor on AML/CFT matters. He is the recipient of numerous awards presented by the Treasury Department, including the Distinguished Service Award and the Salmon P. Chase Award, presented by Secretary Yellen for his role in developing the Russian Oil Price Cap policy.

Warren holds a B.S. and an M.S. from Georgetown University’s Walsh School of Foreign Service, both with honors. In graduate school, he was a teaching assistant to former Secretary of State Madeleine Albright and Editor-in-Chief of the Georgetown Journal of International Affairs. He is currently a term member of the Council on Foreign Relations.
