Oliver Spicer

Oliver leverages over a decade of extensive regulatory knowledge of managing and resolving complex cross-border investigations, consistently achieving positive outcomes under pressure while navigating intensive board-level discussions. He is a subject matter expert on insurance, investments, risk management, capital modelling and financial services regulation.

Prior to joining Kroll, Oliver was the Head of Systemic Firms and Intensive Supervision Team at the Gibraltar Financial Services Commission (GFSC) overseeing a portfolio of £7bn in gross written premium. In this role, he provided strategic and technical leadership in the remediation of significant potential insurance failures within the UK motor market, where detailed financial assessments and robust risk mitigation strategies safeguarded consumer interests. His experience also includes roles at Deloitte and within the actuarial department at Advantage Insurance Company Limited (Hastings).

Oliver applies a robust analytical toolkit to deliver data-driven insights. He is adept at both qualitative and quantitative analysis, with expertise in statistical data methods for efficient large dataset analysis in complex situations such as insurance insolvencies.

Oliver is Chartered Member of the Chartered Institute of Securities and Investments (CISI), a Chartered Manager of the Chartered Manager Institute (CMI), Professional Member of the International Compliance Association (ICA) and an ICAEW Business and Financial Professional. In addition to this, Oliver holds a Diploma in advanced underwriting from the Chartered Insurance Institute (CII).
