Former Inspector General for the State of New York Joins Kroll’s Investigations and Disputes Practice
New York – Kroll, the global leader in risk mitigation and response solutions, announced today that Joseph Spinelli has joined the company as a senior managing director in the Investigations and Disputes practice, based in New York.

Most recently, Spinelli was a managing director with Navigant’s Global Investigations and Compliance practice,and served as the global leader for its FCPA and Anti-Bribery Corruption practice and co-leader of its Monitoring practice. Prior to this, he had co-founded and was chief operating officer for an investigative and compliance company, Daylight Forensic and Advisory, which was acquired by Navigant in 2010.
Previously, Spinelli was a direct-admit partner at KPMG, where he held numerous leadership roles. His contributions included founding the firm’s Forensic Accounting practice and serving as office coordinating partner for the Northeast, Public Services and as Healthcare Compliance National Forensic partner-in-charge. He led noteworthy monitorship engagements that included the post September 11Ground Zero recovery efforts at the World Trade Center and for the Diocese of Manchester, New Hampshire, child abuse case. In his 12 years with the firm, Spinelli also conducted numerous FCPA investigations in China, Korea, Philippines and Vietnam. Additionally, he has been an Independent Private Sector Inspector General for Miami-Dade County and an independent auditor for the U.S. Securities and Exchange Commission for two stock exchanges. Before his years at KPMG, Spinelli worked for Coopers & Lybrand.
Spinelli’s earlier career in public service included eight years in the ground-breaking role of Inspector General for New York State, where he led fraud and corruption investigations for state government agencies and authorities, and assisted the states of Ohio, Pennsylvania and Louisiana in formulating their Inspector General programs. During this time, he co-authored the N.Y. State Internal Control Act of 1987, which required state agencies to conduct risk assessments as part of a proactive approach to fraud prevention. Spinelli also served as Assistant Director of Criminal Justice for the State of New York, responsible for investigating criminal complaints and fraud allegations throughout state government.
Spinelli started his career as a Special Agent for the Federal Bureau of Investigation, where he spent 10 years, based in both the New York and New Haven field offices, and was involved in several high-profile cases.
Throughout his career, Spinelli has served on numerous boards and commissions. These have included the Board of Regents of the Association of Certified Fraud Examiners, the world's largest anti-fraud organization; chairman of the New York State Commission on Public Integrity; and chairman of the Audit and Compensation Committees for the New York Racing Association Board. Spinelli received his bachelor’s degree from Ricker College and his J.D. from John Marshall Law School.
