Cem Ozturk is a Managing Director in Kroll’s Business Intelligence and Investigations practice, based in the Singapore office. Cem specializes in investigative projects in low-transparency markets with weak rule of law and a high degree of overlap between political and economic issues. With a strong regional network that allows him to efficiently provide intelligence to strategic and legal teams, Cem has experience managing complex investigations into hidden stakeholders, directing research into high-profile partnerships, and providing Kroll’s Japanese and Western clients with local insight around challenging regional risk issues.

Cem is responsible for case management and network development in Southeast Asia and Oceania, mainly focusing on Indonesia, Myanmar, and the Philippines. He has published investigative research on Myanmar since 2003, and has conducted fieldwork in Indonesia, Myanmar, the Philippines, Thailand, Vietnam, Cambodia, Singapore, Australia, Papua, and Malaysia. He has also been involved in multiple complex global asset traces across Europe, Africa, and the West Pacific.

Prior to joining Kroll, Cem spent over a decade working in six Asia Pacific markets, including India, Thailand, and Korea. In addition to political journalism and NGO work, he produced publications for Japanese, Australian, and international media focusing on Asian trade and investment.

Professional Experience

Business Intelligence

Cem has directed numerous bespoke investigations for firms seeking strategic information in Southeast Asia. Most recently, he investigated the involvement of political actors in major infrastructure projects in Indonesia and the involvement of military actors in carbon trading programs. He also investigated and tracked missing funds from major regional banks into gray markets.

Political Risk

Cem’s political risk projects in Southeast Asia have focused on mapping key stakeholders, ethnic and subnational factors, media perception, and security implementation measures.

Market Entry

Cem has assisted a wide range of Western and Japanese clients in understanding risks in multiple sectors in Indonesia, Myanmar, Cambodia, and the Philippines.
