Kroll Retained to Continue Implementation and Expansion of California’s State-Wide Criminal Intelligence and Counter-Terrorism Information Sharing System.
Kroll has been retained to continue implementation and expansion of California’s state-wide homeland security, counter-terrorism, and all-crimes information sharing initiative, known as the California Joint Regional Information Exchange System or CAL JRIES. Kroll’s Homeland Solutions group initiated the development of the CAL JRIES program, which was put into operation by the California Department of Justice in collaboration with the California Office of Homeland Security and state and local law enforcement agencies to help prevent terrorist attacks, reduce infrastructure vulnerabilities and assist in consequence management in the event of an attack.
The work done on behalf of the State of California by Kroll to date in this regard was identified as a "Best Practice for Fusion Centers for 2005" by the National Governor’s Association.
Kroll will provide management consulting services, intelligence analytical training, project management and coordination and documentation services and support.

Located in Wayne, Pa. and Washington, D.C., Homeland Solutions was founded in 2003 by a group of former senior military and government officials. The founders were responsible for the creation of the Joint Regional Information Exchange System (JRIES) and the Homeland Security Information Network (HSIN) currently used by the Defense Intelligence Agency and the U.S. Department of Homeland Security, respectively.
The company has since been heavily involved in expanding these systems for other law enforcement agencies and in the private industry. The systems allow federal, state and local intelligence and law enforcement agencies to share terrorist threat reports, investigative leads, evidence and other data in a real-time, secure environment.
